Herman Cain's Border Control Plan Explained (ContributorNetwork)

GOP presidential candidate Herman Cain drew cheers from two separate crowds, at campaign rallies in Tennessee, when he explained his plan to kill people crossing the Mexican border into the U.S.

Cain later insisted his plan was a joke and that "America needs to get a sense of humor." He has been talking about plans for a border fence for some time now, though, and he did not bother to correct either crowd when they cheered for him (nor has he actually apologized for his verbal abuse, to Mexican immigrants or anyone else).

Cain's "joke" plan to kill immigrants

This summer in Iowa, Cain proposed a border-spanning 20-foot fence that was "part Great Wall and part electrical technology," made of barbed wire and electrified at the top. Referring to an actual joke made by President Barack Obama, Cain said "I'll have that moat that President Obama talked about. And I would put those alligators in that moat!"

To make things more obvious to would-be border-crossers, Cain suggested putting up warning signs that say "It will kill you" in English and Spanish. If immigrants can't read, they might be able to ask the soldiers stationed there, "with real guns and real bullets" (just like the ones used by the Border Patrol today).

Some undocumented immigrants are "killing our citizens, killing our border agents," according to Cain. "That mess has to stop." 113 Border Patrol agents have been killed in the line of duty in the agency's history. An estimated 5,600 immigrants have died while trying to cross the Mexican border as of September 2009. And the Border Patrol counted almost 2,000 immigrant deaths from 1998 to 2004. Meanwhile, a study released in September alleges widespread torture and abuse of immigrants at the hands of Border Patrol agents.

That's what Cain said at the second Tennessee rally, chastising illegal immigrants for entering through the "back door." Becoming a legal American citizen is an extremely long and intentionally difficult process, however, which can take years and grants immigrants many opportunities ... to make a mistake and have to start over again. The process is so difficult that smuggling people into the country has become a multi-billion dollar industry.

Maintaining the existing fence is expected to cost $6.5 billion over the next 20 years. The Government Accounting Office found it impossible to determine the fence's effectiveness.
