Boeing proposing long-term fix for 787 batteries

WASHINGTON (AP) ? Boeing is proposing a long-term fix for the 787 Dreamliner's troubled batteries that will keep them grounded until April at the earliest, congressional officials said Friday.

A Boeing Commercial Airplanes team led by CEO Ray Conner was scheduled to present the plan in a meeting Friday with Michael Huerta, head of the Federal Aviation Administration. The airliners, Boeing's newest and most technologically advanced, have not been allowed to fly since mid-January following a battery fire in one plane and a smoking battery in another.

The plan calls for revamping the aircraft's two kinds of lithium ion batteries to ensure that any short-circuiting that could lead to a fire won't spread from one battery cell to the others, officials said. That would be achieved by placing more robust ceramic insulation between each of the battery's eight cells. The aim is to contain not only the short-circuiting, but any thermal runaway, a chemical reaction that leads to progressively hotter temperatures.

The additional spacers will enlarge the battery, requiring a bigger battery box to hold the eight cells. That new box would also be more robust, with greater insulation along its sides to prevent any fire from escaping, officials said.

The plan will require testing and partially recertifying the safety of the plane's batteries, said the officials, who spoke on condition of anonymity because they weren't authorized to speak publicly.

The testing and recertification will take time, with engineers currently estimating completion sometime in April, they said.

It's up to Huerta to decide whether to approve the plan. But Boeing's plan is not a surprise, since the company has kept regulators closely informed, the officials said.

Boeing, the FAA and the National Transportation Safety Board still have not identified the root cause of a Jan. 7 fire that erupted in an auxiliary power unit battery of a Japan Airlines 787 about a half hour after the plane landed at Boston's Logan International Airport. The safety board is investigating that incident.

Engineers and battery experts gathered by Boeing developed a list of possible causes for the fire and a plan to modify the batteries to address the spread of a fire created by any of those causes, officials said.

After the Jan. 7 fire and an emergency landing by an All Nippon Airways 787 in Japan, the FAA and aviation authorities overseas ordered the planes grounded. There are a total of 50 of the planes in the fleets of seven airlines in six countries.

On Thursday, United Airlines cut its six 787s from its flying plans at least until June and postponed its new Denver-to-Tokyo flights as airlines continued to tear up their schedules while the plane is out of service. United is the only U.S. carrier with 787s in its fleet.

Among the many unanswered questions is how the 787 battery problems will affect Boeing's effort to win FAA permission for the planes to make flights that venture further from the nearest airport, such as those that travel over wide expanses of ocean. The FAA has tighter requirements for such flights in twin-engine planes because it wants to make sure the plane can keep flying if it loses an engine or encounters other problems far away from a safe landing.

Until it was grounded, the 787 could fly up to three hours away from the nearest airport. That's far enough for flights between the U.S. and Europe and some flights over the Arctic, for instance. But Boeing wants permission for flights up to 5.5 hours from the nearest airport. Its 777 is already certified for such flights.

Boeing said last month that it was close to submitting a plan for those longer flights.

Acer outs Liquid E1 and Liquid Z2 smartphones ahead of MWC

Introducing the first two handsets of Acer's 2013 line-up: the Liquid E1 and the Liquid Z2. The company formally announced the Liquid E1 last month, but with Mobile World Congress around the corner, the mid-range phone just got official for the European market. The E1 packs a dual-core 1GHz processor and runs Jelly Bean on a 4.5-inch qHD display -- and, notably, it will be available in both dual- and single-SIM configurations. Acer is marketing the E1 as a multimedia-friendly handset, and accordingly it includes two speakers with DTS Sound, plus "Float" software that prevents notifications from popping up when you're watching videos.

The Liquid Z2, on the other hand, is an entry-level handset with a dual-core 1GHz CPU and a 3.5-inch HVGA screen. It runs Jelly Bean with an optional interface that mimics a feature phone's home screen. Like the E1, it's available with one or two SIM cards, and you have your choice of a 3-megapixel or 5-MP camera.

Pricing isn't set in stone, but Acer told us the Liquid E1 will be in the €199 to €229 range, while the Z2 should cost between €99 and €129. Both phones will first go on sale in Belgium, France, the Netherlands and Ukraine, with availability in Italy, Russia and the UK coming later. Prisoner who escaped in Texas is killed

Authorities in Texas shot and killed an escaped prisoner early Saturday, several days after they say he stabbed a detective tasked with taking him across the country.

Alberto Morales, 42, was killed shortly after he was located in a wooded area in Grapevine, near Dallas, said Grapevine Police Department spokesman Sgt. Robert Eberling.

With the help of a helicopter, authorities found Morales not far from a home where someone stole jewelry and men's clothing.

"At this point, as far as the investigation is concerned, Mr. Morales was shot and is now deceased. This matter is still under investigation ... and we'll have more details at a later point," Eberling told reporters.

He declined to say whether the escapee was armed and did not elaborate on the circumstances surrounding Morales' death.

Eberling stressed the case remains under investigation.

Morales' death ended a manhunt that began on Monday. It was then that police say he stabbed a Florida detective multiple times and disappeared. That detective, and another, had been transporting Morales from Florida to Nevada. The trip began on a Miami-Houston-Las Vegas flight.

Prior to landing in Houston, Morales began "acting erratically," according to a statement from the Miami-Dade Police Department. As a result, he and the detectives were not allowed to board their connecting flight, it said.

The detectives rented a vehicle and continued on their way, making a pit stop in Grapevine to use the restroom. While one of the detectives was inside, Morales stabbed Det. Jaime Pardinas, a 28-year veteran, multiple times, and fled the scene, authorities said.

Pardinas was treated at Parkland Memorial Hospital in Dallas and was listed in serious condition, the statement said.

Afghan leader: Prison torturers must be prosecuted

KABUL, Afghanistan (AP) ? The Afghan president has issued a decree that orders the prosecution of Afghan security forces involved in torturing prisoners and requires all future interrogations be videotaped.

The decree, issued late Saturday, comes after a government delegation agreed with a U.N. report that found widespread abuse in Afghan prisons. After a two-week fact-finding mission, the group said earlier this month that it had found credible evidence that close to half of the prisoners the delegation interviewed were tortured.

The decree also calls on the country's judicial and national security officials to produce a report every three months on their progress on a number of prison reforms.

N. Korea tells China it's prepping for another nuclear test: Report

BEIJING (Reuters) - North Korea has told its key ally, China, that it is prepared to stage one or even two more nuclear tests this year in an effort to force the United States into diplomatic talks with Pyongyang, said a source with direct knowledge of the message.

Further tests could also be accompanied this year by another rocket launch, said the source who has direct access to the top levels of government in both Beijing and Pyongyang.

The isolated regime conducted its third nuclear test on Tuesday, drawing global condemnation and a stern warning from the United States that it was a threat and a provocation.

"It's all ready. A fourth and fifth nuclear test and a rocket launch could be conducted soon, possibly this year," the source said, adding that the fourth nuclear test would be much larger than the third at an equivalent of 10 kilotons of TNT.

The tests will be undertaken, the source said, unless Washington holds talks with North Korea and abandons its policy of what Pyongyang sees as attempts at regime change.

North Korea also reiterated its long-standing desire for the United States to sign a final peace agreement with it and establish diplomatic relations, he said. The North remains technically at war with both the United States and South Korea after the Korean war ended in 1953 with a truce.

Initial estimates of this week's test from South Korea's military put its yield at the equivalent of 6-7 kilotons, although a final assessment of yield and what material was used in the explosion may be weeks away.

North Korea's latest test, its third since 2006, prompted warnings from Washington and others that more sanctions would be imposed on the isolated state. The U.N. Security Council has only just tightened sanctions on Pyongyang after it launched a long-range rocket in December.

The North is banned under U.N. sanctions from developing missile or nuclear technology after its 2006 and 2009 nuclear tests.

North Korea worked to ready its nuclear test site, about 100 km (60 miles) from its border with China, throughout last year, according to commercially available satellite imagery. The images show that it may have already prepared for at least one more test, beyond Tuesday's subterranean explosion.

"Based on satellite imagery that showed there were the same activities in two tunnels, they have one tunnel left after the latest test," said Kune Y. Suh, a nuclear engineering professor at Seoul National University in South Korea.

Analysis of satellite imagery released on Friday by specialist North Korea website 38North showed activity at a rocket site that appeared to indicate it was being prepared for an upcoming launch (http://38north.org/2013/02/tonghae021413/).

NORTH 'NOT AFRAID' OF SANCTIONS

President Barack Obama pledged after this week's nuclear test "to lead the world in taking firm action in response to these threats" and diplomats at the U.N. Security Council have already started discussing potential new sanctions.

The North has said the test this week was a reaction to what it said was "U.S. hostility" following its December rocket launch. Critics say the rocket launch was aimed at developing technology for an intercontinental ballistic missile.

"(North) Korea is not afraid of (further) sanctions," the source said. "It is confident agricultural and economic reforms will boost grain harvests this year, reducing its food reliance on China."

North Korea's isolated and small economy has few links with the outside world apart from China, its major trading partner and sole influential diplomatic ally.

China signed up for sanctions after the 2006 and 2009 nuclear tests and for a U.N. Security Council resolution passed in January to condemn the latest rocket launch. However, Beijing has stopped short of abandoning all support for Pyongyang.

Sanctions have so far not discouraged North Korea from pursuing its nuclear ambitions, analysts said.

"It is like watching the same movie over and over again," said Lee Woo-young, a professor at the University of North Korean Studies in Seoul.

"The idea that stronger sanctions make North Korea stop developing nuclear programs isn't effective in my view."

The source with ties to Beijing and Pyongyang said China would again support U.N. sanctions. He declined to comment on what level of sanctions Beijing would be willing to endorse.

"When China supported U.N. sanctions ... (North) Korea angrily called China a puppet of the United States," he said. "There will be new sanctions which will be harsh. China is likely to agree to it," he said, without elaborating.

He said however that Beijing would not cut food and fuel supplies to North Korea, a measure that it reportedly took after a previous nuclear test.

He said North Korea's actions were a distraction for China's leadership, which was concerned the escalations could inflame public opinion in China and hasten military build-ups in the region.

The source said that he saw little room for compromise under North Korea's youthful new leader, Kim Jong-un. The third Kim to rule North Korea is just 30 years old and took over from his father in December 2011.

He appears to have followed his father, Kim Jong-il, in the "military first" strategy that has pushed North Korea ever closer to a workable nuclear missile at the expense of economic development.

"He is much tougher than his father," the source said.

FHA streamline refinance MI goes up. - Zillow Mortgage Advice

I have a 759K balance on an FHA mortgage closed in 7/2010 with an interest rate of 5.5%. House worth approximately 800K. Credit score 761. My broker said that the FHA refinance would increase my MI too much to make it worthwhile. He said he can get me into a 90% conv refinance if I can come up with 40K. Do I have any other options? I'm going through a divorce right now, so cash is tight. Couldn't cover real estate commission if sold house, so that's not an option.

Tennis elbow? Steroid shots not best long-term fix

(AP) ? Commonly used steroid shots may worsen tennis elbow in the long run and increase chances that the painful condition will reappear, a small study found.

By contrast, patients who got dummy injections alone or with physical therapy were more likely to completely recover after a year and much less likely to have a recurrence than those given steroids.

While the Australian study results echo previous findings, injections of cortisone or similar steroids are still widely recommended by doctors to treat tennis elbow and similar conditions, probably because they can provide short-term pain relief.

The results from this study and others show that steroid shots shouldn't be the main treatment for tennis elbow, said researcher and co-author Bill Vicenzino the University of Queensland.

His study appears in Wednesday's Journal of the American Medical Association.

So-called tennis elbow is caused by repetitive activity or overuse of the arm, which can cause small tears in tendons that attach to the elbow bone. Rest, applying ice, and over-the-counter pain medicine can help relieve symptoms.

The study involved corticosteroids, often used medically to reduce inflammation. These are different from hormone-related anabolic steroids used to treat certain diseases but which are banned in many professional sports because they can build muscle and improve performance..

The researchers enrolled 165 adults aged 18 and older; each had tennis elbow in one arm for longer than six weeks. They were divided into four treatment groups: a single steroid injection; a shot of a dummy liquid; a steroid shot plus about eight weekly half-hour sessions of physical therapy; or a dummy injection plus physical therapy,

After four weeks, steroid patients fared best, but after one year, those who didn't get a steroid shot did better. All the patients who had physical therapy without steroids and 93 percent who got just dummy injections reported complete recovery or much improvement, versus about 83 percent of those who had steroids with or without physical therapy. A recurrence of tennis elbow was reported by about half of the patients in both steroid groups, compared with just 5 percent of the physical therapy patients and 20 percent in the placebo group.

Despite the differences, more than 80 percent of patients in each group were much better or recovered after one year, showing that tennis elbow generally improves over time regardless of treatment.

One reason steroid injections aren't always the best choice is that they reduce the pain without fixing the underlying problem, so patients are more likely to resume activity too soon, said Dr. Michael Perry, a sports medicine specialist at Northwestern Memorial Hospital in Chicago.

Column: Football must not make cycling's mistakes

PARIS (AP) -- Football, like cycling after the embarrassment that was Lance Armstrong, will be half dead as a sport if it reaches the point where spectators commonly think, "Fix!"

That day inched closer this week, too close for comfort.

The somewhat self-aggrandizing announcement from Europol that organized crime gangs have fixed or tried to fix hundreds of football matches around the world wasn't, strictly speaking, news.

Long before the European Union's police agency spoke out, those who have monitored match-rigging in football with mounting concern already knew that law enforcement authorities in Germany previously identified 340 games there and elsewhere that they suspect may have been fixed in recent years.

Add to that at least two dozen league and cup matches that a gambling syndicate operating from Singapore is alleged to have rigged in Italy from 2008 to 2011, plus bribes that convicted fixer Wilson Raj Perumal paid to players in Finland, and you quickly approach the figure Europol cited of 380 suspect games in Europe.

Because Europol refused to actually name suspect matches, players, officials or fixers, it wasn't evident whether the agency was breaking significant new ground or largely reheating previously known information so it could share in the limelight of the world's most popular sport. Certainly, its football news conference made a bigger splash than, say, Europol's announcement last week that police made 103 arrests in dismantling a network that smuggled migrants from Afghanistan, Iraq and elsewhere into Europe.

Still, Europol was right to trumpet that criminal gangs betting on the outcome of rigged games are corroding football from within. A few hundred possibly rigged matches, the vast majority not in football's most glamorous leagues and tournaments, might not seem like a huge threat for a sport with tens of millions of registered players and tens of thousands of matches played around the world each year. But complacency can be fatal. Football needs only to look to cycling to see how fragile credibility can be.

For the moment, it's over-dramatic to imagine that fixing could continue to grow to the point where the very top reaches of football ? its brightest stars and biggest tournaments ? are corrupted. But it also seemed for years unlikely that Armstrong could be getting away with one of the biggest sporting frauds in history. One of the most valuable lessons from the doper's downfall is that it is healthy to be skeptical. Be certain now, not sorry later.

Now, when a leading player misses a penalty or scores an own goal, we can accept that that is just one of the uncertainties that make football so entertaining. How quickly that would change if an agency like Europol announced that World Cup final games were rigged or that football greats were on fixers' payrolls.

"One of the great harms is that when you see something spectacular happen in terms of a comeback or spectacular happen in terms of a defeat you ask yourselves: 'Is what I saw something that really happened or something that was fixed?' That's one of the great harms of match-fixing," the secretary general of Interpol, Ronald K. Noble, said in an Associated Press interview. "It's undermining credibility."

Money and greed motivate both dopers in cycling and players, referees and administrators in football who take fixers' bribes. Betting on a football match they've fixed can be less risky for criminal gangs than other illegal enterprises but still plenty profitable. Alone, football can't beat the mafia. It needs more help from governments and police who can wiretap, question, arrest and seize.

"To get the organized crime figures takes a lot of time, a lot of effort, a lot of resources, a lot of global cooperation," Noble told the AP in December. "For the most part, even when they're caught, a penalty of one or two or three or four years in jail ? if you've made 10, 20, 30 million dollars ? doesn't seem like a severe penalty."

Armstrong prospered partly because too many people ? sponsors, fans, journalists, sport administrators ? were too ready to swallow his lies. Those who run football and those who love it must not be equally short-sighted about match-fixing. Cycling administrators missed or passed over opportunities to unmask Armstrong earlier, and people in the sport didn't speak out when they should have. Football administrators haven't always been as smart, vigilant or vocal as they need to be against fixers.

Chris Eaton, former security director for football governing body FIFA, said Perumal wouldn't have been so successful as a fixer had football administrators he dealt with performed "simple business due-diligence" on the Singaporean who used fake FIFA business cards and a front company. Football is "a very wealthy global business that still operates as a club game," Eaton said in an AP interview. That can make it vulnerable to criminals.

Because of Armstrong and his generation of cheats, it will be a long time before we look at a winner of the Tour de France without thinking: "Can I believe what I'm seeing?"

Fixers must not be allowed to do the same thing to football.

Scientists identify genetic mechanism that contributed to Irish Famine

Feb. 6, 2013 ? When a pathogen attacks a plant, infection usually follows after the plant's immune system is compromised. A team of researchers at the University of California, Riverside focused on Phytophthora, the pathogen that triggered the Irish Famine of the 19th century, and deciphered how it succeeded in crippling the potato plant's immune system.

The genus Phytophthora contains many notorious pathogens of crops. Phytophthora pathogens cause worldwide losses of more than $6 billion each year on potato (Phytophthora infestans) and about $2 billion each year on soybean (Phytophthora sojae).

The researchers, led by Wenbo Ma, an associate professor of plant pathology and microbiology, focused their attention on a class of essential virulence proteins produced by a broad range of pathogens, including Phytophthora, called "effectors." The effectors are delivered to, and function only in, the cells of the host plants the pathogens attack. The researchers found that Phytophthora effectors blocked the RNA silencing pathways in their host plants (such as potato, tomato, and soybean), resulting first in a suppression of host immunity and thereafter in an increase in the plants' susceptibility to disease.

"Phytophthora has evolved a way to break the immunity of its host plants," Ma explained. "Its effectors are the first example of proteins produced by eukaryotic pathogens -- nucleated single- or multi-cellular organisms -- that promote infection by suppressing the host RNA silencing process. Our work shows that RNA silencing suppression is a common strategy used by a variety of pathogens -- viruses, bacteria and Phytophthora -- to cause disease, and shows, too, that RNA silencing is an important battleground during infection by pathogens across kingdoms."

Study results appeared online Feb. 3 in Nature Genetics.

What is RNA silencing and what is its significance? RNA is made from DNA. Many RNAs are used to make proteins. However, these RNAs can be regulated by "small RNA" (snippets of RNA) that bind to them. The binding leads to suppression of gene expression. Known as RNA gene silencing, this suppression plays an important role in regulating plant growth and development. When RNA silencing is impaired by effectors, the plant is more susceptible to disease.

Basic RNA silencing processes are conserved in plant and mammalian systems. They serve as a major defense mechanism against viruses in plants and invertebrates. RNA silencing has also been implicated in anti-bacterial plant defense. The discovery by Ma's lab is the first to show that RNA silencing regulates plant defense against eukaryotic pathogens.

"Phytophthora effectors have a motif or signature -- a specific protein code -- that allows the proteins to be delivered into host cells," Ma said. "A similar motif is found in effectors of animal parasites, such as the malaria pathogen Plasmodium, suggesting an evolutionarily conserved means for delivering effectors that affect host immunity."

Next, her lab will work on extensively screening other pathogens and identifying their effectors' direct targets so that novel control strategies can be developed to manage the diseases the pathogens cause.

Ma was joined in the study by UC Riverside's Yongli Qiao, Lin Liu, Cristina Flores, James Wong, Jinxia Shi, Xianbing Wang, Xigang Liu, Qijun Xiang, Shushu Jiang, Howard S. Judelson and Xuemei Chen; Fuchun Zhang at Xinjiang University, China; and Qin Xiong and Yuanchao Wang at Nanjing Agricultural University, China.

The research was supported by a National Science Foundation grant to Ma and grants from the U.S. Department of Agriculture (USDA) to Judelson and Chen.
